I have a dell insprion with only a 290 psu. I know that most "good" graphic cards need at least 300 watts, but are there any low profile NVIDIA cards or other cards that use less power. I was looking for something that has a similar performance to a gtx 1050 or better, no worse. I would say my budget is around the price of a gtx 1050 as well.

 a 1650 is the best card that you can get with a 75w power consumption

Get a gtx 1650, but make sure it's the GDDR6 version.

I was trying to go fro something cheaper than 200 dollars. I was thinking more like 150 dollars. Also, I was checking it out and it said that it needs a 300 watt psu

I was trying to go for something cheaper than 200 dollars. I was thinking more like 150 dollars. Also, I was checking the 1660 out and it said that it needs a 300 watt psu. Lastly, I don't need something with a lot of ram as my system has 12 gb, so something with 4 gb of graphics card ram should be fine.

Manufactures usually overestimate the wattage needed, but assuming that you are using the stock dell PSU, it's a decent delta unit that should handle your system no problem.... 

What are your system specs ?

AMD is worse.....

rx 560 12 cu , rx 560 16 cu ,rx 580 “2048SP",  rx 540.....

looks like after looking at nvidia.com you should search somewhere else for 1650 (no filters for it) also cant find anything on top 5
