Laptop Display not allowing 144htz

Picked up this laptop that has a 144htz display, odd thing is I can't get it to run at 144, its a clevo P65xRP6 with the 1080p 1060m 8gb ddr4 2400 and the optional fingerprint scanner. The laptop display is 144htz, I have done numerous driver reinstalls and even grabbed the old drivers from the website but i cannot get it to run at 144, my only options are 60 and 48. I know this is a 144htz display since there is only one model, the 144htz. There is literally no option for it I am stuck and have to come here again. 

 

I swear to god don't even tell me to go to advanced display properties or the nvidia control panel and make a custom res.

 

Yes, I disabled nvidia optimus, I have it to only run on the 1060 and I still cant. 

any knowledge or help would be appreciated.

Go into your Nvidia control panel and set your resolution there.

Oh! My bad, I thought the bottom photo was windows settings not Nvidia. What model is your lappy? Are you sure it's 144hz?

Are you able to find out what the panel brand + model is?

I'm looking online, and if yours has the 1920x1080 IPS LG Philips LP156WF6 (LGD046F) panel, it is 60 Hz.

I did buy this laptop second hand, seller claimed it was 144htz, and it was running at 144htz when I took a look at it when I was going to go buy it, It indeed was running at 60, but he did show me the 144htz option that was actually available. Also said that it was an upgraded pannel to the 144. Custom built too. 

At this point do you think I should reinstall windows, or contact the seller again to get an actual confirm it is 144?

When I recieved the laptop and got home the first thing I did do was update the gpu drivers and reset the laptop entirely, removing all programs and everything off of it. I also did the may 2020 update aswell so could that have broke and caused something to happen?

The model: the Clevo P65xRP6 the rp in it I guess is hinting to that LG phillips display. It is also a gsync display too is that matches up with that LPWF6.
