is ok do get a cheap case and put 3 fans ? what are the risks or the downsides ?

cheap isn't really important, unless you care about build quality and good materials. What you want is airflow, get as cheap a case as you want as long as it can breathe.

example of a cheap case that is good:

hey guys new build how many fans and most important where to put them ?

In the vast majority of cases, two front intake and one rear exhaust does an excellent job. Simple, easy.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

How many watts do I needATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explainedgroup reg is bad

general rule is 2 or 3 (2 is fine, 3 is better) in the front positioned as intake fans, (drawing fresh air through the front of your case.) and 2 the back. 1 on the back panel and the other on the top. both set to exhaust: (pushing hot air out through the back and top of your case. )

There's no massive risks per se, but if you get a hot case with little airflow your components will run hotter so you might not be able to overclock as far, or the boosting alogorithms for CPUs/GPUs won't boost as high as they might be able to.
