How to make an exclusion with windows defender?

so there's a program i want to run.

and it tells me "Microsoft Defender SmartScreen prevented an unrecognized app from starting. Running this app might put your PC at risk."

so i google how to make exclusions, so i go to virus and threats and add it, and yet the exe file still won't run!!!!!

what do i do?
