Yes it is possible.
Assuming the device 'WIFI w/Internet' is a router.
- Router without internet would need to have DHCP and NAT disabled so it effectively works as a switch. When doing this, it is usually best to assign a static IP address to the device.
- Bridge the WIFI and Ethernet connections on the PC.
