So my Pc gives off an electrical shock when plugged in anywhere in the basement ( where I live ) And it travels into my keyboard my monitors and clearly my case I thought it was the power supply so I got a new one but it isn’t yet nothing else that’s plugged in down here has the same problem even my girlfriends computer is fine I took out my old PSU and it still was shocking me I don’t know it it’s the outlets which I doubt Bc everything else is fine or if it’s something else wrong in my case 

 

and help would be appreciated

Actually the PC which I used in my school 😂 also gave a shock when I touched the USB/Ethernet ports, I actually changed my socket as the original one broke, since then I never got that problem I don't know why, do it might be the outlet (but in my case the shock didn't went to my keyboard and monitor) so try using another outlet

I've seen faulty power strips having some voltage on the grounding pins. And I've seen cheap sockets, new, having about the same issue.

Depends on the device. In most cases people only notice the shock when they touch the device. I've seen this even with a laptop.

As mentioned above, this could be the wall socket that isn't grounded, if not, it's either the power cord or the power strip.

 

To verify it, simply move your PC to the same outlet as your GF PC and see if the issue is still there.

The title made me think this was about the 1994 pc game that revolutionised gaming. 
Regarding your pc shocking you in the basement, can you confirm that it only happens in the basement? or elsewhere also? 
You say your girlfriends PC doesnt do this, are you testing it in the exact same outlet using the same power lead to test it? 

It sounds like a grounding issue to me, a plug in GFCI would be an easy test.
