Can't stop Fast Startup on windows 10

Recently re-installed windows 10, and now i just can't get fast startup to stop.

 

i have a registry entry to disable it, I have used one of the .bat files to disable it, fast boot is not enabled in BIOS.

I don't even have the option to turn on hibernation or fast startup in the power menu either...but every time I start my PC my previously open applications relaunch themselves.

 

Any other ideas? 

This is really frustrating.

I haven't found that this actually works. Your best bet is just to use the ALT+F4 menu to shutdown/reboot.

that may have been it, just restarted and nothing opened...

totally forgot about that setting, thanks!
