What should I pair with a 2070 super a ryzen 5 3600 or a ryzen 7 3700x

Well it depends on what you want to do,3600 won't bottleneck the Gpu but if you want to do 4k editing or something more resource demanding u should go for 3700. I would spend that extra money to get better graphic card if I went with 3600.GG

or just more ram that will make a bigger diffrence without costing more

 in my eyes if you have 16 gb

3600 is more than enough 

It's got incredible ipc and has a really good memory controller so you will benefit from faster ram just like the 3700x which will gain you a couple more ipc count and the 2 more hyper threaded cores 

But it depends on what you'll use it 

If your editing etc the 3600 proved that it can do 4k easily but if you want the extra headroom and you have the extra coin to spend going with a 3700x isn't wrong either
