The application can sit anywhere. Once you start the application, Windows keeps it mostly in RAM so it doesn't matter where it's installed.
The videos (the files actually being edited) should be on SSD - the faster read speeds and instant seek times speed up editing because it allows you to preview content and quickly go in your video without delays.
The rendered video can go anywhere.
