Which one is better? Similar price different build quality

The first link has a core i9-9900k; 16gb of ram clocked at 2400mgh; 2 TB of hard drive memory at 7200 rpm; RTX 2070 Super(CyberPowerPC)

Some would say to build your own pc, or to buy it from a good pre-built site, but my parents want a "reputable" site (I think they meant physical store). I plan on using this pc extensively and was wondering which one would be a better buy. The first one has a better processor while the second one has a better graphics card but having a core i7 instead of a core i9. I also am not sure if the build quality of CyberPowerPC is great (from what I read, it can vary a lot), likewise MSI is most likely to have a superior build quality because its a big name brand (I may be wrong). They are both the same price ($50 difference) but I am not sure which one is better.
