How do you know you're experiencing bottleneck? Check task manager while playing a game and see CPU usage. It's possible, but it shouldn't be too bad.

it might not be bottleneck but appears that im not using very much GPU memory and at 100% cpu usage, playing call of duty modern warfare

100% CPU usage means that yes, there is a CPU bottleneck.

How much is GPU useage during those games?

Ideally, the GPU usage should also be relatively high. if GPU usage is under 80%ish, then you do have a bottleneck because the GPU wants to run faster, but is waiting on the slow CPU to finish processing.

Crank the graphical detail up and maybe go with a higher resolution to help with the bottleneck.

Yes, would not expect better FPS, but can enjoy better looking graphics if the FPS does not tank and is still playable. I think the i5 7400 will always be bottlenecked in COD Modern Warfare with the OP's setup.
