[Solved] GPU stuck in idle state (324Mhz, K3000M)

So I was screwing around with my laptop and noticed the dGPU wouldn't go above 324mhz (PerfCap idle), figured it was some broken driver and left it, now it's like a week later and no matter what I do it will not go to full clocks (and if you were curious patched RTX voice doesn't work either, 416.78 driver and people have had success on the K5000M so it should work).
So far I've tried:
re-flashing 'gigahertz edition' vBIOS I made
flashing stock vBIOS

reinstalling drivers
removing the battery (this battery is f***ed, it went from 75% to dead in 1 minute and then will not charge above 42-44%, just says 'plugged in, not charging')
un-docking (running plugged in and on battery)
yes, I've tried vBIOS flash, DDU, then driver re-install (this was what I had to do before when I was modding vBIOS).
I'm basically out of ideas as this point.

Edit: I think the dGPU's borked at this point, windows locked up completely right after I logged in, rebooted and now heaven won't even open (Direct3D11 Error: Out of Memory)
Edit 2: yeah, I guess it's a lost cause. Every most reboot now results in error 43 (but I can disable and re-enable it to get it working* Hopefully my replacement MXM 480 comes in soon....

Edit 3: After installer ODE driver RTX Voice at least allow me to turn it on now, it still doesn't work (audio on RTX Voice mic is always silent).

Edit final: I have no idea why but it's working now, all I did was re-connect the internal display and now it works fine.... that shouldn't matter because the laptop's gpu was powering the monitors anyway but whatever.

why no dark mode?
