Is this for running the servers or the game?

I'm trying to stay under $1,000.00 for the system

Like for Minecraft it be the server for others it be more like a storage to hold the games

For storage I have no idea for my Library of DVD movies so to start around  20 terabyte and be able to expand

Do that price include drives?

Do you want rack mount?

I don't suggest storing games on a nas, just not worth the hasssle, and its often slower, just get a big hdd for your desktop.

Id probably get cs836 bsed system, like this guy. https://www.ebay.com/itm/SuperMicro-4U-CSE-846-24-Bay-SAS2-BP-X9DRi-F-2x-W-2x-E5-2620-16GB-MODE-/202743312268?hash=item2f34716f8c

That one above has a a duall 2011 system, but you cana get it barabones aswell. Then id run unraid so its easy to exand storagae later on.

For the price I like Electonic Wizardy idea.  My thought would be for to build a  something like AMD 1600AF and b450 chipset motherboard. I recently build system off Asrock b450 pro 4. That cost me $200 Although you would need to get gpu You  could go Athlon on AMD gpu to have integrated gpu . I have not looked at the price but  would be tempted to go I3 intel. Becuase of the integrated gpu on board. You would not need gpu and I have have had better luck with Intel gpu then AMD  intergrated gpu supported in stuff OS under linux. AMD integrated gpu is faster the Intel so if you going to run paid verison of plex go AMD. Espically if you are going to run windows on the machine If you have more money I would put real raid card on go raid 5. Those can be pricey and it may be better cheaper in the long run to Electonic Wizardy idea.
