Rtx 2060 low temps low clock speed, ryzen 2700x low usage, alwasy low fps

Hello, in certain games like fortnite and gta i play at the lowest settings on gta and get the same exact fps just less fps drops, when i am on higher settings. heres the range

Gta: 100fps-40fps on all normal except texture

My cpu always turbos at 4.0ghz steady all eight cores

Modern warfare maxes everything out and gets 100-120 fps with Ray tracing, can somebody tell me whats wrong, this has been going on for 6  months and nothing has worked that i looked at

 

My specs are 

Ryzen 7 2700x @ 4.0ghz

Gigabyte rtx 2060 oc rev 2 clocked

(Core clock +50mhz and memory +300mhz)

Tuf b450m plus gaming matx

3000mhz vengance lpx ram from corsair clocked at 3000mhz (D.O.C.P mode enabled)

700w evga bronze 

Please help

in modern warfare yes. in gta well pretty much yes. i have rx 5700 XT and everything on ultra in GTA V i get around 70 fps. thats the fps you get. i dont think that modern warfare supports ray tracing either.

the frps drops can be caued by your ram. do you have onyl 1 stick? or 2? and how much? which exact model your EVGA psu is?

I have 2 sticks both 8gb each running in dual channel and my psu is EVGA - 700W ATX12V /EPS12V 80 Plus Bronze Power Supply DC-DC Technology - Black, i got from best buy

no i mean that i can run rtx on modern warfare and have all max settings and still have more fps than gta at all low

Maybe reinstall your gpu drivers or windows.

i have done windows multiple times and it hasnt worked and i had to roll back my drivers because i was getting even lower fps like 20s and 30s
