Why do I have 2 language options?

As you see, there are 2 language options in the language switcher, but when i check the keyboard languages there is only one

Left Alt + Shift

Uninstall the Language Pack. Dont know if you can delete the Main English Language tho.

Yeah...the thing is i want my os to be in english, and the keyboard to be norwegian

See the photos, its not there, there is not option to remove it
