Have you checked all the display outputs on the card? 

 

Some people have successfully baked their cards but I wouldn't recommend that as you'd need a second oven since you should not be making food after having a graphics card in there. 

 

Can you connect the display to an iGPU to see if the GTX770 gets detected in the OS?

Sadly I can't get my PC to boot through the integrated graphics in my i5 9600k as I can't get into windows with the card installed

Remove the 770

Boot into the bios with just the I5, go to your chipset tab and select primary display output/ multi display.

Select the option that either let you boot with the igpu as the main output or let you use multi display with the integrated gpu

See if the 770 is detected.

I would recommend using a tooth brush that you don't care or use, dip the tooth brush into some acetone/ nail polish remover and brush the contacts of the pcie slots and the display output on the 770. The pcie contacts can be cleaned with an eraser as well.

Final note, have you plug in all the pcie power cables into the 770?  

System Spec: H87 mobo from Zotac, I3 4130, 4GB ddr3 1600mhz Cas 11, WD green 2TB all in side of a Cooler Mater Elite 120

Hmm I'll give your idea a try tomorrow. And yes, all the pci power cables were plugged in with a corsair rm850.
