I have an i5-4590 + 16(2X8)GB DDR3 1600Mhz RAM + RX580 Red Devil Golden Sample(1411MHz, 2000MHz) GPU under load while 1080p gaming(using 4K TV as monitor) on a open side panel case with Air Conditioning system set to 25C is about 75-80C and fan speed is 70 to 80% Max fan speed(100%) is 3000 RPM. Card looks clean form the outside no visible dust is this normal?

Same setup with closed side panel the GPU temps reach 80-85C

Chiptronex Raptor Case with 120mm rear intake, 3x intake 120mm intake front, 1x 120mmm Intake at top front and 2x 120mm exhaust on top middle and last

your fans don't make any sense, you probably have a ton of turbulence inside the case that's hurting airflow. Make the top fans all exhaust and make the rear fan exhaust, and then reduce the speeds of the top fans significantly.

85°C is a bit high it sounds like the airflow in your case isn't great, since you lose 5°C when you open the side panel. That said I had a setup like that and it ran fine for years. Over 90°C would be too much I think. Maybe you can rearrange the fans to hit lower temps with closed side panel.

Set the rear and top fans as exhaust, and maybe take one of the fans from the top and mount it on the bottom as an intake, if your case allows it.

Thats relatively normal when gaming since the inside of the case gets pretty hot. Unless your case has a pretty good airflow, you will keep getting that temps. Trust me. Ive been there. My sig says it all.

Im with the mentaility of "IF IM NOT SURE IF ITS ENOUGH COOLING, GO OVERKILL"

Well that is the point there is no forgetting about it, because the surroundings (fan placement, air flow, proximity to other hot components, ambient temp) will cause your temps to be at that level. If you are asking are others getting these temps? Yes and no. Some do have the exact same temps, but I bet some have 10° cooler, some have 10° warmer, and everything in between. 

So I guess if you ask is it normal? I suppose it is. How would you define normal? I guess 120°C would not be normal, or -50°C would also be pretty abnormal :D

i would say normal temps sit around between 50-70 c for a graphics card it depends on if its under load or not. i am not sure if yours was repasted or not but if it was it needs to be redone again thermals shouldnt generally be that high unless your really pushing your gpu overclock. even then it seems strange to have temps hitting higher than 80 c unless you have a blower style cooler on it and such you know something which would be less effective at cooling your gpu.

I use it like only a couple of hours a week so did not change the thermal paste in the GPU and im scared to open it up so i never did anything to the GPU
