Alcohol and a paper towel is best, second best would be water and paper towel and letting it thoroughly dry  before using it again.

The are loads of different thermal paste options, but for a non-overclocking CPU I would not pick something super expensive. Get something like MX-4

Wipe the old paste off with alcohol and toilet paper, then give it a final wipe with a lint free cloth.

Some good options would be MX-4 or NT-H1. The difference between a decent thermal paste and a very high-end one is only a few degrees generally, so unless you're trying to get the most out of a CPU with overclocking (which isn't the case with your 3470) it's really not worth overspending on thermal paste.
