Definitely go Ryzen.

 

Also I'd say get a bigger SSD. Even if you only go up to 240GB which is barely a price increase, it's way worth it; 120GB will fit the OS and not too much else. What resolution and refresh rate is his monitor? I might even say step down to a 2070, ditch the hard drive (or keep it if he needs the space) and go for a 1TB SSD.

He REALLY should go Ryzen. A 3700X is better than the 9700K in almost every way possible. It runs cooler, uses less power, has more security, performs the same in games and much better in most other applications. Not to mention Ryzen has an upgrade path as there are a bunch more CPUs coming out soon so he'll be able to upgrade to a 16 core 4950X later whereas 1151 is a dead socket

You can get away with a cheaper cooler such as an Arctic Freezer 34 esports duo.

 

A 5700XT is better value for money. Just get a good one like the Gigabyte Gaming OC, MSI Gaming X, Sapphire Red Devil or Sapphire Nitro etc.

 

A B450 motherboard is another place to save money. You have the MSI B450 Gaming Carbon AC which has wifi onboard, or you could go with an MSI B450 Tomahawk MAX and an adapter depending on the price difference.

 

Samsung SSD's are overpriced. You could get something like a Western Digital SN550 1TB or Crucial P1 1TB if this is just a gaming pc.
