Depends on how long the mouse's cable is. The limit for usb is 5m without a powered repeater so pushing it can cause power issues.

No I got my money on the fact it wont lag your mouse.  If it does lag try couple different ports behind the motherboard; USB 2.0 and 3.0 ports and let us know.

No it won't lag. Unless you can somehow perceive 17 nanoseconds of delay, which is about how long it takes electricity to travel through 5m of copper wire. 

To put that in perspective a good gaming monitor can have around 4 milliseconds or 4000000 nanoseconds of input delay. Most humans have the ability to perceive as low as somewhere in the range of 10 to 20 milliseconds of delay. So good on you for being able to tell the difference between 4000000 and 4000017 nanoseconds. 

 

The much more like problem is as jaslion mentions that you will get signal degradation and it will either just not work at all or only work sporadically.

The mouse polling rate is 125 Hz by default (1000ms / 125 Hz = 8ms), 1000 Hz is maximum (or 1ms)

So the mouse sends data to the computer once every ms at best, and by default only once every 8ms.

 

The difference between 2 meters and 5 meters is basically nanoseconds of travel time and it's not a factor.

The issue with long cables is the voltage drop due to resistance of the copper cable but a mouse uses so little power in general that it should not be an issue. 

If you're really worried... get a usb hub and put it at the end of a 2-3 meter cable and the hub will re-transmit the data packets, amplifying the signals.

I am curious, why do need 16.4 ft of usb cable for your mouse? seems rather long.
