Honestly I would hire someone (or a team of someones) who knows what they are doing. Setting up a data center and storing client data is one thing that's complex in itself but once you start talking healthcare or banks you have tons of regulations to follow as well.

If you're gonna store data for a bank, then you'll need to employ someone who knows what they're doing, and hire a procurement team to discuss contracts, SLAs, NDAs, etc with the Bank's procurement and IT staff. 

 

You'll need to set-up off-site and on-site backups, which has further upfront costs for the data storage and the software you would use to back up. 

You'll need a WAN connection with a high-bandwidth so your clients can access their data, as well as multiple connections to each server rack. 

 

There is a lot more than this, and my estimate for setting up a small datacenter would be close to around $100,000USD - for staff, software licensing, lawyers, and deals with external providers and MSP's.  You will probably spend around $40,000 of that on two high-performance servers and some basic network equipment.

And not to insult those professionals might who come to this forum, but even they would agree that an in-person consultation would be better. Don't cheap out on "home-user" solutions; you're dealing with very sensitive information and, if your clients care enough about their clients' information, they should provide you with a good budget to set up a hardened infrastructure for what they want to achieve.
