New Computer - Unstable FPS

Hello. I have a new computer for 5 months and a problem I cannot cope with. I have fps dips in almost every game. instead of a fixed 75 is 40-75 even despite a 30% load! I have read, jumped on forums and have been fighting it for a long time but nothing helps me. I need the help of someone smarter.

 

Specification:

CPU AMD Ryzen 7 2700X, 3.7GHz, 16 MB, BOX (YD270XBGAFBOX)

GPU MSI GeForce RTX 2060 SUPER Armor OC 8GB GDDR6 (RTX 2060 SUPER ARMOR OC) screen resolution 2560x1440

PSU be quiet! 600W PURE POWER 11CM 80+Gold (BN298)

SSD ADATA XPG SX6000 Pro 512GB M.2 2280 PCIe Gen3 x4 NVMe (ASX6000PNP-512GT-C)

Motherboard MSI B450M MORTAR MAX

RAM Patriot Viper 4, DDR4, 16 GB,3200MHz, CL16 (PV416G320C6K)  RAM runs only on 2666MHz! Higher, system is not stable...

HDD Toshiba P300 2 TB 3.5" SATA III (HDWD120EZSTA)

Wifi card TP-LINK TL-WN881ND (disabled)

 

Windows 10 1909 18363.752

Everything updated!

 

Connected is:

Logitech G305 LightSpeed (910-005282) with GHUB

Razer Kraken Tournament Edition Black (RZ04-02051000-R3M1) with razer synapse

Logitech G213 Prodigy (920-008093) with GHUB

 

In addition, I mention that the graphics squeak coils. It also happens that with some settings, e.g. GTA V it seems to be stable but then again there is a problem.
