Artifacts? Help please

I've been receiving these weird white dots in only the following programs: Nzxt CAM, FB mesenger, Razer synapse (login screen) and LoL (login screen). I've tried different GPU driver updates, different displayport cables and ports (on the gpu), under clocking gpu and nvidia debug mode but I still receive this issue. When I run 3d mark benchmark demo in steam these issues disappear, but only while the benchmark is running. I've never received these in games as well.

did you oc? maybe that did it? 

main rig:

CPU: 8086k @ 4.00ghz-4.3 boost

PSU: 750 watt psu gold (Corsair rm750)

gpu:axle p106-100 6gbz msi p104-100 @ 1887+150mhz oc gpu clock, 10,012 memory clock*2(sli?) on prime w coffee lake igpu

Mobo: Z390 taichi ultimate

Ram: 2x8gb corsair vengence lpx @3000mhz speed

case: focus G black

OS: ubuntu 16.04.6, and umix 20.04

Cooler: mugen 5 rev b,

Storage: 860 evo 1tb/ 120 gb corsair force nvme 500

First, does it look the same way when you take a screen shot with windows (Windows Key + print screen, then look in the screenshots folder within the pictures folder) and look at it, possibly on something else like a phone? My only current guess is the monitor trying to display data it doesn't know how to, like 10-bit color, or HDR. These shouldn't cause issues, but I've seen worse in unexplained tech issues.
