It could be firmware locked. But ditto on what @BlueChinchillaEatingDorito said. we specifics to better help you.

I'd also love to know how to format a write protected USB drive.

I bought Windows 10 (retail) when it released and I'd like to format it and put on 1909 iso but like OP, it's write protected. I've tried 2 different programs that did not work, even though the programs said the protection was removed. Also tried removing the write protecting via CMD and even though it says succesful when removing the protection, I still cannot format the USB drive.

These are designed to not be bypassed to protect the buyer from tampering.
