Is this your laptop or a laptop owned by your workplace/school? Is the account you're using the administrator account?

And, i'm not sure it might be my dad's work account i've had minecraft on it for the longest time.

Apparently this is a fix ( as I have seen it accepted as the correct answer to this question two times ) :

- Click Start and then click Settings.
- Click Privacy.
- Look for Diagnostics & Feedback and click on it.
- Under the Diagnostic and usage data, Select Full (Recommended).
- Close the Settings window, restart your device and check if the issue persist.

Although I can't recommend doing that, as that does not seem like it is nescary to do (I don't have this set to full and it work).

Yes, i do own it and i have my account signed in. But i use my dad's account for the windows store because that account has minecraft.

 

and i removed the accounts and i get the same error.

If not - and only if this is your laptop - you might have to backup your files and program settings and reset the Windows (if that is even possible).
