I would have tried booting another install or something like Ubuntu prior to re-installing your whole OS. Would have been a faster/easier test.

In an elevated command prompt (Run As Administrator), enter the following commands one after the other. Wait for the command to execute before proceeding to the next.

ipconfig /flushdns

ipconfig /release

ipconfig /renew

 

If that doesn't work, try manually setting your Primary and Secondary DNS addresses to something else other than "automatic". Go into your network adapter's properties and use any popular 3rd party DNS: e.g. Cloudflare's is 1.1.1.1 and 1.0.0.1.

 

Also, this might not have anything to do with it, but is your system clock set to the correct time? Is it syncing with an internet time server.
