Problems with 9700k

Hello, to preface this, I am a total noob - at overclocking.

I have an Intel i7 9700k. I have a MSI Z390 pro motherboard. While overclocking in the MSI bios, I followed all the recommendations of the MSI people. These recommendations come from a video that MSI put out on overclocking 9th gen CPU's. The steps I took were:

  1. Set the CPU ratio to 50, and the ring ratio to 47.

  2. Set the CPU voltage to 1.37.

  3. Set the CPU core voltage to override.

  4. Disable Intel C-State

However, aftert following all these steps, when I run benchmarks, my cpu is still running at 4.7 gHz. When I am not running benchmarks, the clocks are 5.0 gHz. Why is this the case? The benchmarks I am using are Cinebench and AIDA 64. The tools I am using to monitor clock speeds and temps are HWMonitor 64 and Task Manager.

Can someone please help me and tell me what is going wrong?
