Hello , so my friend has a problem, he has just gotten a new second 1650x1080 monitor and his main is 1980x1080 and he has connected his main monitor to his gpu and second one to Motherboard which has cpu that has inbuilt gpu but every time when he tries to play and watch stream/videos on his second monitor his frames drops what could be the problem ?

The issue is that one monitor is connected to the iGPU and not the dGPU - you have a card that is several times slower handling one display. Connect both to the GPU and you'll be fine.

but when ever he tries to do that it says that it dosent detect the second monitor

Make sure you are using the proper input settings on the monitor AND a known good cable.
