My computer is running intel i3 4030u processor
the problem is that while using heavy application it never maxes to 100% and sticks at 1.89 instead of base speed of 1.90ghz.
premiere pro lags as hell 

before that problem I can edit with problem but now even with proxies I cant edit it 
I have seen performance drop in other application too

 

how can I solve it 

i tried throttle shop too but its not working

1.89 or 1.90 is same shit.

The cpu probably throttles a bit because it overheats and your heatsink is too small to properly keep it cool.

 

You can use HWinfo or other programs to monitor the temperature and see how hot the cpu gets when the cpu is at 100% for a significant amount of time and you start to see it get slower.

Task Manager reporting frequency correctly isn't something I bank on.  I use other softwares like mentioned above, for accuracy.

Uh you're calling a perceived lack of 10Mhz a "huge problem"?

 

It's just a rounding error, your cpu is running just as it's supposed to. The lag you get is just due to it just being an old low end chip.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
