For local multiplayer (or really multiplayer that is not with random people online) I think the main game modes aren't even that important, as you'll probably be player three or four different sorts of game modes. But I think the 'extra modes' should be just as fun.
I personally never really liked the zombies mode in BO3, but Survival in MW3 was kind of fun.

 

Overall I enjoyed my time in MW3 a lot more, but that's because I never really liked the whole futuristic jump jetback gameplay.

MW3 or BO2 would be my vote

Depends on what you are looking for the in the game.

Multiplayer? Zombies? Campaign?

 

Keep in mind Call of Duty is kind of a game series where only the newest games have the large playerbase.

In this day-and-age I think a lot of the older CoDs have either a dwindling community, or there is a ton of hacking online.

 

Black Ops (2) Zombies solo is something that will always be fun though! And you can even round up a squad to play with some mates!

MW3 for sure. I really liked BO3 but MW3 has more going for it game mode wise. I could play survival for hours trying out different spots and different items
