It is a z390 Mobo with i5 9400f

Might want to recheck your EPS connector then, and check your CPU socket for any bent pins or reseat your CPU.

Just put together a new PC for my son. It powers on. The motherboard lights up. The ram rgb lights up. None of the fans spin except the power supply. The CPU faulty/failure light is on. Is the CPU bad or motherboard too? I'm going to breadboard it when I get home from work tonight. Might take me a while to respond as stated I'll be at work, but any help would be greatly appreciated.

I'm going to guess you have a Ryzen CPU with an older board that doesn't have its BIOS updated? It's difficult to analyze anything from what you said if you don't list your system specs.

Are these new components? What exact components are these? Are all cables plugged in, specifically the 8 pin EPS connector in the top left of the board?

If this is a Ryzen 3000 build, check if the motherboard box has an orange 'Ryzen 3000 ready' sticker on it.

Also double check your monitor is on the right input and you're plugged into the videocard.

I unhooked everything. Tested psu with jumper. Psu(O.K.)

Reseated the CPU while also checking the pins on the motherboard seemed all good after close long look. Reattached the tower cooler with fresh paste making sure to not tighten to hard. Shorted the power switch to bypass front connector. Now the CPU fan spins and the debug light is off for cpu!! But unfortunately the vga debug light is on now.... Going to reseat the graphics card now.
