Friend recently got ASUS Tuf 144 hz G-sync compatible monitor with ELMB (extreme low motion blur). She has it setup via display port with G-sync compatible enabled and averages around 130 fps using a GTX 1070. Could enabling ELMB lower her frame rate or is it all monitor based?

The ELMB tech combines strobbing, to reduce motion blur, with VRR to fix tearing. Enabling it won't cause framerate drops. Though you definitely want to keep framerate consistent like 120 or 144fps for example.

All monitor based.

 

As explained above ELMB is a backlight strobing tech. Its BFI, just with a fancy name. It will flicker the backlight to reduce persistence blur.

 

The only issue with BFI is that at lower framerates it can get very noticeable (flicker).

Additionally BFI can if not properly synchronized with the pixels refresh (up to the manufactures to design it properly), cause strobe crosstalk, which for example is where u would notice a football moving across the screen having noticeable duplicate images trailing behind it.

The Asus TUF VG27AQ, if that is the monitor she has, does suffer from strobe crosstalk unfortunately.
