Fpa really low for a 1650

Hello so my friend recently bought a laptop and it has a 9750h and a 1650 he's not familiar with computers and he plays fortnite the main issue he'a got is that he's getting 40-50 fps in fortnite while running high to medium settings he has the latest bios latest drivers and has set the discrete GPU to be used all the time  there is no thermal constraints aswell I tried to help but idk what to do at this point any help is appreciated ?

PC: Motherboard: ASUS B550M TUF-Plus, CPU: Ryzen 3 3100, CPU Cooler: Arctic Freezer 34, GPU: GIGABYTE WindForce GTX1650S, RAM: HyperX Fury RGB 2x8GB 3200 CL16, Case, CoolerMaster MB311L ARGB, Boot Drive: 250GB MX500, Game Drive: WD Blue 1TB 7200RPM HDD.

 

Peripherals: GK61 (Optical Gateron Red) with Mistel White/Orange keycaps, Logitech G102 (Purple), BitWit Ensemble Grey Deskpad. 

 

Audio: Logitech G432, Moondrop Starfield, Mic: Razer Siren Mini (White).

 

Phone: Pixel 3a (Purple-ish).

Maybe its bloatware from many Apps and Services thrown on by the manufacturer......that you indeed do not need.
This can affect the 'lows' the most.
 

^Not my main point, but similar. (Laptops have way more apps than a single lighting/fan suite)

Yea I'm not sure what OEM made the laptop  I'll check and see thanks for the tip
