RTX 2080 TI clock speed spikes

ok so i upgraded my pc installed new parts witch were a mobo and a cpu 

since than ive noticed my clock speeds were spiking up to 1350 mhz 

at first i thought it was happening at random but than i noticed these 

spikes only happened whenever i open applications such as

discord steam fire fox etc ive already tried to trouble shoot it 

windows reinstall and clean installed nvidia driver even messed with settings in bios 

still happening im guessing at this point its normal to accur for this mobo?

mobo Asus ROG Strix Z390-E
CPU intel Core i7-9700K
GPU EVGA GeForce RTX 2080 Ti FTW3 Ultra
memory Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 3000MHz
SSD/HDD 2 of Samsung 860 EVO 2.5" SATA III 500GB/ 2 Western Digital 1TB 3.5" 7200 RPM

So your clockspeed spikes up from idle in applications with hardware acceleration (aka that use the GPU)? Sounds normal to me.

yeah just at idle but when i go to open an application it spikes for a brief moment and goes back down im not sure i recall this happening with my previous specs i only just couhg it now

Yeah, so the clock is spiking when you start putting load on the GPU, that's completely normal.
