If they were rendering everything using CPU, you wouldn't be getting even 1 FPS. Your software is just wrong.

Whats your spec

 

Forza is a CPU hog so that is expected, would have had expected more from the GPU

Forza is very CPU intensive (my CPU is usually hanging around 50% utilization playing it) but I think your software is either wrong or slow updating the GPU info.
