Weird Wish laptop graphics card adapter

It's a mini PCIE to PCIE with ouputs(?) and power input.

I am not too familiar with these, but I have seen some around.

 

Here in this YouTube video I see someone use - basically - this exact device:

 

EDIT:

Oh, the HDMi is just used as an interface cable, not specifically a video cable.
