Best Gaming Build for ~2.8k €?

So a friend is going to move into new house soon (~1month)) , and he wants to build an 'ultimate' gaming pc with the best perfomance possible that can be done once and last him many years without needing to upgrade again. (we're from spain)

His budget is ~2.8k , he plays 3A games like Assassin Creed:Odyssey / The Witcher 3 etc, he doesnt stream, doesnt overclock and want a pc that have specs like i9-9900k / rtx 2080ti  / 32G RAM / 1TB SSD plus HHD etc, or anything with better perfomance if possible cuz he will only use it for gaming. any advice is welcomed, also he needed advice for a monitor suitable for the new build (different budget than the 3k, dont count the monitor on the 3k build), an 144hz /2k resolution / IPS if possible / gsync monitor (not curved) would be good for him since he doesnt play FPS games that much. any advice is welcomed and ty for the help

Ahhh well in that case yeah feel free to ad/change a few items. Yeah the EVGA black was fitting the $3k budget.

no the monitor is using different budget, the ~2800 euro is just for the pc, dont count the monitor in xD (also he doesnt want curved monitor xD)

thanks for the replies, after reading everything i went to check each parts and Herman was right, i should've said Spain on the post to make it easier, cuz i realized there were some parts that werent accesible on spain, or the price was just too high, for example in Spain the HP Ex920  is more expensive than the 970 evo xD things like that. so i've spent some time rechecking everything and changed few parts, here is the list i created, didnt include the monitor cuz still have to talk with my friend about it.  lemme know if there's some issue or something that can be improved. about the 2TB Firecuda i thought since there's already a ssd for system boosting / game, then the 2nd storage would be good if it was HDD only for storage use, but maybe im missing some point. here's the list:

It makes zero sense to go with an Intel system if you are just gaming. You could get an R7 3700X system for much less. At 1440p or above the difference isn't that great.

The 9900K is a bit faster, but the gap isn't as big once you start going up to a higher resolution. I don't think the price difference between the 9900K and 3700X is worth it for a few extra fps. Not trying to put you off Intel, but the value for money option is the 3700X. If your friend just wants the max fps regardless, then go with the 9900K.
