Problem with fullscreen on games

I had this problem like month and i couldn't find the solution, When i play any game on fullscreen but when i change it to window it works fine as you can see in the video (sorry for the loud sound :) ) . do you know any solution for this guys ?

I have GTX 1060 6GB 

I5 9400F

cannot enable Vsync?

Maybe you need to reboot or restart the graphic driver by disabling and enabling GPU in Device Manager. Preferably a reboot.
