I think thermal monitoring technologies is a feature for overheating purposes, and not about physically reading the temperatures. It's usually all read by the Motherboard.
Sometimes if you plug in the CPU fan in the wrong port, some software won't detect the Fan RPM speed, but you should still get temp readings
