An RX 5700 can do 1440p in most games nowadays, so 1080p will work pretty easily at 60-100fps too. But it really depends on the refresh rate and games you're looking at

By down clock I mean fps drop since someone said rx 5700 is overkill for 1080p?

5700 is good for 1080p, but models with the same GPU can vary greatly. Also I assume you mean 'bottleneck"? That's related to the other components like CPU and memory. Also the mobo.

Why would frame rate drop because it's overkill? It will just go even higher, maybe so high that you're wasting power and money but that's another question.

overkill for 1080p means it can do more than most displays (which run at 60Hz) can display. The GPU woudln't downclock or fps drop though, it would just spit out more fps your screen can't see.
