What if you used the graphite thermal pad instead of the aluminum fins on a tower heatsink? They are very thermally conductive on the x axis so it might spread the heat away from the heat pipes faster.

cost, as well as structural integrity, are of great concern here

The thermal conductivity is not much higher, if you want very high thermal conductivity you need to align the carbon to make graphite which is etremely expensive.

Just graphite won't really make a difference, and it will become much more fragile and harder to manufacture.
