Which manufacturers, apart from Samsung, allow lock screen live wallpapers?

My old LG and my current Motorola allow it.

Seems like something Huawei might have turned if it off I guess ?

From memory, you can't do it on a stock Android phone, so I believe it's a feature Samsung added to their software.
