It's not in that's why, you need to put it further and clip it to the motherboard PCIe lane too.

I couldn't push it down enough to get it in the pcie lane.

 

It turns out there was a vertical GPU mount blocking it which I had to remove, and I'm an idiot and didn't see that it's removable

You're not fitting it correctly, the metal prongs on the bottom in the first pic are supposed to go past the motherboard then the screws would fit where they're supposed to, play with it a bit and you'll get it to fit, it's not too long the length is standard.

Try taking out one the PCIe covers and see how they're fitting so you get an idea.

The culprit was the vertical bracket in the second pic, and also my stupidity.
