Ok, moving the game to the SSD worked.

internet lag or framerate issues?

Frame rate. Whenever I experienced the stutter, my FPS drops to 31.

do you have any background tasks running, even little things like rbg profiles and discord can impact performance.

True but it's not like I'm experiencing constant low FPS. These FPS drops happen at random, every 2-5 minutes.

Well, although I can't find an issue blatantly staring at me, I would recommend running a software that graphs performance of both CPU and GPU and you can check if there are any temperature spikes which could cause it, or frequency drops. Have a nice day!

Try installing the game on your SSD and/or switching to High Performance Mode in Windows, and also check CPU/GPU temps and clocks while gaming.

 

I used to experience fairly similar stutters on some games when they were installed on my HDD (WD Green which is slower than most drives anyway). While your assumption that it should only affect loading times isn't necessarily wrong, many games (especially those with large maps) often won't load the entire map at once, so because it has to load in new assets as you progress through the map, you might experience these sorts of stutters/hiccups.

ssd is just load times, and high performance mode is just a bit more efficient, not a full 20 more fps.

I think AIDA 64 and MSI Afterburner have those.
