CPU Maxing out at 100%

Today my son got some new parts for his PC and we installed them together. 
 

We are using an ASUS Prime Z270-A motherboard. 
 

CPU - i5 7400 3Ghz

GPU - 1060 3GB

RAM - 16 GB
 

Everything is working fine. When he tries to launch Destiny the CPU maxes out at 100% and is getting around 10fps when it normally gets around 100+ on the loading screen. 
 

I am not sure what to do now. Any help would be greatly appreciated.

Well, I dont really know what youre on about. Do you not want the CPU to hit 100%? Or do you want to know why the loadingscreen had more FPS than the gameplay?

 

Could you tell us what CPU and GPU youre using exactly? Since posting the mainboard only does not really tell us enough.

I’m running an i5-7400 3GHz - 16GB RAM - GTX 1060 3GB

 

The CPU never runs that high when running any games. I am assuming since the CPU is maxed that is why I am not getting the normal frames since it’s almost freezing my PC. 
 

I am currently running a Virus scan to see if there is anything on the PC.

how much ram does the system have? what is the CPU being used. what GPU does he have?

maybe have a look at the temperatures of the CPU, it could be hitting 100% but downthrottling to around 1.3 GHz to prevent it from overheating if the cooler isn't set properly or the thermal paste is actually dry & cracked

 

Edit: also make sure the power cable is plugged into the GPU and not the internal graphics.

Along with double checking temperatures, also open up Task Manager and see what exactly is using 100% of the CPU

So if it is a thermal paste issue. I should see a spike in temp when launching the game?

I found the issue. When my son went to plug everything back in, instead of plugging both monitors into the graphics card, he plugged one into the actual motherboard. 
 

Since this is not my PC and I don’t play on it. It is now running at 78% on the CPU. So I am assuming that is what it normally runs around.

if it's a cooling issue yes, the temperature should be quite high and the CPU speed quite low while usage will seem high. and yes also try to check taskmanager what is causing 100% utilization
