look at this, pads better than past? 

at minute 2.09 he show us the idle temperature with thermal past with a package power of 43w

then at minute 7.35 he show us the thermal pads performance with only 19w

can we do something to stop this scammer?

It doesn't look to me like he's a scammer. I'd say he's just inexperienced and thus makes a mistake.

It's not really that bad in this case, IMHO, as those thermal pads do actually work rather well. Sure, they don't perform as well as good thermal paste, but they do perform better than bad thermal paste.

 

If my memory serves, Linus has a video where he tests the Thermal Grizzly Carbonaut, which is a thermal pad as well. They are handy and plenty good for a lot of situations.

Well, okay. I still retain my point: it's not really as bad as you make it out to be. Yes, people would get better results with good thermal paste, but it's not like those pads are useless. Just leave a comment on the video about the mistake and carry on with your life.
