More RAM definitely comes first, before any other upgrade

i currently have a 

ryzen 5 1500x not overclocled

rx 560 oc pulse 4gb ddr5

4gb 2400mh ballisric sport lt ram

asrock steel legend b450m

 

and i bought gta recentlky which is running ok at around 40fps on high setting but i was going to upgrade to a gtx 970 but itl cost me 30 if i cash in my old gpu or should i just get an extra ram stick and hope for the best

1050 Ti is much slower than the GTX 970 and RX 570, but the GTX 970 is faster than the RX 570, RX 580 and GTX 970 are about the same.
