The Cooler Master Hyper 212 Evo is still a highly regarded cooler at it's price point. With the stock setup it'll be near silent and certainly do better than 95 degrees (which is seriously awful btw, fix that shit). It also includes mounting brackets for a second fan should you choose to add one, which I recommend you do if you're overclocking.

Hyper 212 or gammax 400. H7 if you can find it at MSRP of $25 or so. People buy them up and resale at 100%+ markup so you gotta be quick when the new batch posts up.
