VLC won't open I've tried Everything but the OS keeps failing to show the UI to interact with

I've ran as admin, I've ran in compact mode, I've reinstalled completely, i've used old VLC versions.
Nothing is working and I can't run the Software. I was previously able to but now I can't for some unknown reason. 

 

An update so I've deleted all my other desktop views from task view thought it might have been hiding there somehow. Which then reminded me to check Task manager. So I can click on a mp3 file I have and it will play but the player doesn't show up no matter what I do.

 

If u want a response then YOU'D best Quote me so I can see it.

Shouldn't have to say this but the few ruin it for them all......

Figured it out:

 

For future reference I fixed it by going into task manager>Details>VLC> And I enabled UAC Virtualization.

Somehow this was turned off which was the issue, Works fine now.
