GPU didn't turn on the first time !!!

Turned on my pc. Then my monitor wasn't showing anything , "no signal" . I thought it could be my hdmi. Plugged sometimes again and nothing. So went to see if my gpu was working and it wasn't moving the fans. (got nervous) Turned off and on  my pc again. Gpu started working again. 

 

What this means ? Something or this can happen ?

Is this a fresh build, or your PC was working fine before?

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

 

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

 

How many watts do I need? ATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explained, group reg is bad

Was working fine. I'm using it right now... Current temp is average like always 55 on idle and gaming heavy games goes to 73 on summer. I want to know why that happened.
